The Alister C. McGregor Scholarship Fund at Roger Williams University is a permanently endowed fund.

The Alister C. McGregor Scholarship Fund is created to honor the memory of Major Alister C. McGregor, who was killed in the line of duty, and who was enrolled in the Roger Williams University School of Justice Studies Graduate Program at the time of his death. The purpose of the Fund is to provide scholarship assistance to attend Roger Williams University for the children of police officers who have been killed in the line of duty.

Restrictions/Criteria:

Recipients of the Fund shall be given to (in order of priority):

  1. The children, stepchildren or spouses of police officers from Rhode Island who have been killed in the line of duty, and who have been accepted and enrolled as full-time undergraduate students at Roger Williams University.
     
  2. The children, stepchildren or spouses of police officers from the other New England States who have been killed in the line of duty, and who have been accepted and enrolled as full-time undergraduate students at Roger Williams University.
     
  3. The children, stepchildren or spouses of police officers from Reno, NV who have been killed in the line of duty, and who have been accepted and enrolled as full-time undergraduate students at Roger Williams University.
     
  4. The children, stepchildren or spouses of police officers from any of the other United States who have been killed in the line of duty, and who have been accepted and enrolled as full-time undergraduate students at Roger Williams University.
     
  5. The children or spouses of police officers who have been killed in the line of duty, and who have been accepted and enrolled as full-time graduate students at Roger Williams University. (Rhode Island residents have priority, followed by New England, then Reno, NV, then all U.S. States).
     
  6. In the event that no accepted student applicants meet the above qualifications, scholarship funds will be made available to any children of Rhode Island police, and who have been accepted and enrolled as full-time undergraduate students at Roger Williams University.   Of this applicant pool, the decision will be based on financial need.
     
  7. In the event that no accepted student applicants meet the above qualifications, scholarship funds will be made available to students who have been accepted and enrolled as full-time undergraduate students at the Roger Williams University School of Justice Studies, especially those interested in pursuing careers in law enforcement. Of this applicant pool, the decision will be based on financial need.

The McGregor Family and Roger Williams University are pleased to announce that the Major Alister C. McGregor Endowment Scholarship for 2011 has, again, been awarded to Laura Kelly of Londonderry, New Hampshire. Laura is the daughter of Sergeant Thomas Christopher Kelly, Derry Police Department, New Hampshire. Laura is attending Roger Williams University.

Laura’s father, Sergeant Thomas Kelly, was a 10 year veteran of the Derry Police Department, who died at the age of 35 as a result of respiratory failure from prolonged exposure to lead and toxic gases in the department’s shooting range. Sergeant Kelly served as the range officer at the time of his death. End of Watch: Sunday, September 17, 1989

In addition, the McGregor Family and the Board of Directors of the McGregor Memorial Fund are pleased to announce that the daughter of Providence Police Detective Sgt. James Allen, Caitlin Allen, will also receive the ACM Fund 2011 Individual Scholarship Award. Caitlin is attending Bryant College. Her sister Jennifer, who was a past recipient of ACM Fund scholarships, has graduated and is now substitute teaching. Her husband is currently serving in the U.S. Armed Forces in Afghanistan. Our best wishes and prayers go out to them.

Caitlin’s father, Detective James Allen, was attacked and shot with his own service weapon while questioning a suspect about the stabbing and robbery of an 84-year-old woman earlier in the afternoon. The attack took place at approximately 12:00 AM inside the Providence Police Department headquarters on Washington Street.

The suspect was not under arrest and his handcuffs had been removed. After shooting Detective Allen, the suspect shot out a third floor window and jumped from the building. He was captured a few blocks away.

Detective Allen had served with the agency for 27 years. He is survived by his wife, two daughters, and father, who is a retired police captain.

We wish both Laura and Caitlin continued success in their studies and future endeavors.
